Replaced on safe mode. Went back to normal boot, retried update with process monitor. It failed. Here is the link for the PML, and cbs attached File on MEGA

I can't seem to do that. I suppose it's locked cause it's a system file. And yes, I'm an admin on the PC. Restarting the PC didnt change anything. Thanks
