Unable to Create or Manage User Account in Window 8 64 bit

I did try this but still the problem persists...no help :( Even this Admin account is unable to create new user account

And i tried too open CBS.log file but i got nothing in it. First Acces is denied message pops up & then the log file is blank. I don't get all about this CBS.log

First of all i was unable to configure my advanced power options, i.e- create new power plan, choose what power button does or closing lid does? I restored the settings & restarted but couldn't solve it. This is what i get while trying to fix this:- Somehow, then i thought of creating...
