I've browsed around the internet a lot for this. The only thing I haven't tried was one suggestion that apparently seemed to help a lot of people no matter how weird it sounds. And that is to uninstall Java 8. I'm tempted to try that.. I'm hesitant only because I need Java 8.

My resolution is 1920x1080 (native). I don't know how to find DPI. They increase (scroll up) or decrease (scroll down) in size normally. However, as I said above if they go above a certain size their icons don't show up at all.

By the way the same view appears when I'm in a program and I "Browse" to search File explorer for files or folders. As I said it happens everywhere, every user, even new users (I tested it by creating new user). Safe mode or not, anyplace - anywhere.
