[SOLVED] [W7SP1] HowTo solve W.Update restart your computer to install important updates loop?

Running Windows 7, I tried downloading kb3163245 and it says, "The update is not applicable to your computer." Also tried kb3177186 and it says, "Security Update for Windows is already installed on this computer."

Windows Update, restart your computer to install important updates?

Everytime I click "restart now" it would just restart the laptop without updating everything. Running Windows 7. Need any more information? My most recent check for updates: never updates were installed: never you receive updates: for Windows only.

When I check for updates, those KB's do not pop up anymore. KB3060716 is in my update history and it was successful.
