Re ran the sfc /scannow windows found corrupt files and WAS able to repair them it said and reported to the CBS.log here: Dropbox - cbs.tx

Looks like it was firefox preventing it or some reason I used IE and it downloaded fine.

SFC scan complete corrupt files were found that couldn't be fixed and reported to CBS.log which I have uploaded to dropbox and shared link is: Dropbox - cbs.tx
