DISM crash at 4.5% - windows 10 constantly freezes

Windows 10 constantly freezes and whenever I try sfc /scannow or dism it fails. sfcfix tries to dism and stops at 4.5%, then says everything is fine. Desperate for help, have been having this issue for years. [Edit] For more information: DISM error is 582: An illegal character was...
