Unable to install KB3060716 in preparation for Windows10 update/upgrade.

I am updating a second computer HP 64 bit with Windows 7 Home Premium (x64) Service Pack 1 (build 7601.23934). Using Window Update there are 4 files that will not install. The one I am most concerned about is KB3060716 (fails) as it may prevent me from loading Windows 10. SXFCfix attached. CBS...
