Well I have fixed at least part of the problem and I can't believe it was this simple. While trying to re-run the sfc - I discovered that the trusted installer service .exe file was missing - I searched the entire hard drive for another copy and could not find one, so I had to copy it from...

I thought that I had included a set of CBS logs in my last post but it did not attach. I worked on this machine a few weeks back and ran the sfc and surt tools then, but I am going to run them again now. I will post a new set of logs when those finish, but this is where I am now. Thank you...
