I think I did like 3-4 fresh windows installs and it would still reoccur. Any idea why? Thanks again

It worked! It seems to have skipped the 1803 update and updated to 1809 Thank you so much, this has been a problem for so long. Do you know what was causing the problem? Also is there somewhere I am able to donate/tip you for all your help?
