Server 2016 - Will not update, SFC won't run and dism fails with 0x800f081f

The server will not update SFC wont run: Error is "Windows Resource Protection could not start the repair service" SFCfix get the dism error 0x800f081f and then says no corruptions detected I've added the CBS log and SFCfix.txt Thanks in advance for any assistance.
