OK. According to the Services list in Task manager, it is running. Both queries you gave returned precisely the code you show. The Run command also returned the same as you gave.

Laptop Windows 8.1 64Bit Sound popping, crackling

I have the same problem with my Lenovo laptop - but only when I use the audio output from the docking station. When I connect the speaker system to the audio jack on the laptop itself, the problem goes away.
