It works fine until I restart the laptop then it is inactive and have to do the same procedure to activate it. I have the latest driver for it and I am not sure what else I have to do without going in its settings as I mentioned. Any ideas to solve this? thanks in advance

And note most notebooks have a Fn + F-key combination to disable the touchpad for those using a connected mouse. Check the labels or manual. On my Toshiba, it is Fn +F9.

The F-key has never been used for mouse (Fn+F7) and noticed it for several months ago, I recently reinstalled Win7 and updated Elan's driver and then it later stopped working unless I go to its settings. This behavior started months maybe a year ago before I reinstalled Win7.

I have seen it when using external monitors too. I would cycle through it to see what happens. The fact it has been months makes it difficult to pin point the problem. A quick google search shows several have had similar problem. See this Acer thread for some possible options. While it is for W8.1, it may apply here.
