But that security patches only available from Microsoft catalog and my WSUS Server in the network where internet is blocked due to security purpose ,so i cannot import from Microsoft Catalog to WSUS directly. Is there anyway to import update file that downloaded from Microsoft catalog to WSUS manually ?

I downloaded 4500331 from a Windows 7 computer. I then put all the updates, by month and year, on a USB stick. I put the USB stick into the computer running XP and installed the update yesterday.
