A timeout was reached (30000 milliseconds) while waiting for the Browser service to connect.

Then this error next:

The Browser service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion.

These errors constantly spam my event viewer while my computer is asleep as sometimes while it is awake. is this normal? If not how do I fix this?

Some questions:

1. Which version of Windows 10 are you running? To check:

Type winver in the Search area and press Enter. Take a screenshot of what you get.

2. Do you have Tweaking.com installed?

3. In the Search area type Turn Windows Features on or off and choose this when it appears. Check if you have a tick beside SMB and let me know.

I do not have tweaking.com installed.
there were two difference ones that had SMB in the name, so i attacked a screen shot of it to show.

Is this a work computer? Enterprise Windows versions are used by companies, not ordinary users.

I see. But this makes me think that the computer is not activated with a legal OEM or Retail license. Am I right? I'm not saying that you intentionally have a pirated operating system, but since most of the ordinary users having installed the Enterprise version use several methods to bypass activation for it, I had to ask. It's important for us to know, because helping anyone with a pirated OS (even if we let the legal issues behind) is a waste of time: many issues can occur soon or later. Plus, Sysnative does not condone any kind of piracy.
