2008 R2 Internet Explorer 11 install failed with error 9c59

When it try to uninstall IE9, i get the error "An error has occured. Not all of the updates were successfully uninstalled." Should we give up at this point? Thanks Peter

I tried Checksur and SFCFix with no error. Offline installation of ie11. Various MSFixits. Chkdsk C: /F and sfc /scannow and many other things that i cant remember. Thank you. Peter
