KB5007186 disable jump lists and notification panel

Hello. This update came out several weeks ago. After it installs and the computer reboots the notifications panel no longer opens. Also, the jump lists for Word and Excel no longer work. Is there any way to block this one update but allow others to be installed. Many Thanks

Hello. The event viewer is throwing an error about "Local Driver Service". The exact quote is: "Local Driver Service terminated because the specified file cannot be found" My question is how can I tell which file cannot be found. Thanks in advance.
