Can't start windows firewall

This is the message I see when I try doing anything in control panel that has to do with the firewall. When I click on the "use recommended settings" button, my mouce loads for a bit but nothing happens.

I forgot I posted here for a week. Sorry. Anyway, I try that but it says something is wrong and that settings needed to be changed and it blocks all my buttons. I can check again for what it says tomorrow and I will respond to this message

Hello, Recently I've been getting a windows notification a few minutes after starting up my computer. "Windows firewall is turned off, click or tap to turn it on." Every time I try that, but it just throws me to the "windows security" settings screen, and there everything shows up as enabled...
