Did the Clean Boot - started the upgrade in place. Made it to 63% of 'transferring files and settings' - then rebooted and rolled back. Failure :/

Did the fixit in aggressive mode. No change in the function of windows update. Still keeps looping the same updates and failing to install IE

I'm on IE9. IE10 fails to install with the same error as IE11 does. I have also attempted uninstalling IE9 and then installing IE11 - did not fix the problem. Next, I tried reinstalling IE9, then running the IE10 installer again to see if it allows me to step it up now. No go. So I'm still...
