Boot loop, w7 64 won't/can't load

Hi all, I'm needing some help. I'm using my tiny iPhone to type, search & read, so my apologies if I'm not in the right place. I can't easily search forums. Thanks in advance for you patience w/me!

I can get to cmd but really need some guidance/walk thru. I can see files & dried w/notepad which leads me to think I should be able to get thru startup!
I've tried many suggestions. I can't safe start, catches and loops. Used cmd to load safe safe start w/networking - but now can't find command to stop.
